The Downcode Record: September Only Moved Money by Accident
CMS published no new payment rule in September, proposed or final. It published five corrections instead, the last two this morning, hours before the rates they fix take effect, and all five trace to one hospital that was filed as a rural emergency hospital and isn't one.
CMS published seventeen documents in the Federal Register last month.
Ten were information collections and Privacy Act notices. Three were meeting announcements.
Three were rules, and all three were corrections to rules that were already final.
Two more corrections published this morning, in today's issue, dated the same day as the rates they fix.
So the month that closed the comment window on the largest payment proposal of the year produced no new proposed rule, no new final rule, and five documents whose entire job was fixing arithmetic. The record's twelve priceable entries are unchanged from last edition, down to the decimal (chart below).
